The increased role of non-state actors in climate change governance, the Talanoa Dialogue, and the steps forward in tackling agricultural emissions were mentioned as major achievements of COP 23.
At the same time, several key issues left open after COP22, particularly regarding financial flows and loss and damage, as well as coal phase-out were not adequately addressed.
